RECRUITMENT

6. Appointing Authorities

The appointment to a post under the Society shall be made:

  1. in case of Group A – Chairman Executive Council; except the appointment of Director.
  2. Executive Council in the case of Director with the prior approval of Government of India/ACC.
  3. In the case of Group B & C posts by the Director.
  4. In case of Group D posts by Administrative Officer.

Provided that appointment to the post above the level of R.O. shall be made with approval of the Department of Culture.

Methods of Recruitment

  1. Recruitment to a post under the Society may be made;
    1. by promotion;
    2. by direct recruitment;
    3. by transfer/deputation;
    4. by re-employment of a retired employee of the Society or of any other organisation or
    5. on contract for a specified period
  2. The Appointing Authority shall in each case determine the method by which vacancies shall be filled. In doing so, the Appointing Authority shall pay due regard to, and where necessary, comply with the provision of the Employment Exchange (Compulsory Notification of vacancies) Act, 1959.

7(a) Special Provision : Reservation in Recruitment
Government Orders for reservations shall apply to posts filled by direct recruitment and by promotion where applicable.

8. Recruitment by Promotion

  1. The appointments by promotion to Group A,B,C & D posts shall be made as per provision of the Recruitment Rules.
  2. Every appointment by promotion shall be by selection on the basis of "Seniority-cum-merit", and on the recommendations of the Departmental Promotion Committee provided that every appointment to posts carrying a maximum salary exceeding Rs.9,000/- p.m. shall be made solely on the basis of merit.

9. Direct Recruitment

Appointment to any post by direct recruitment may be made on the recommendations of a selection committee from amongst;-

  1. candidates recommended by the Employment Exchange on requisition in respect of those categories of employees of which recruitment has to be made through the Employment Exchange, and/or
  2. from amongst the candidates applying in response to an advertisement; and/or
  3. from amongst persons selected through personal contact; and/or
  4. from amongst candidates who have been recommended by such persons, or authorities from whom recommendation has been called for by the Director; and/or
  5. from amongst candidates employed in Government autonomous or statutory organisations, who apply in response to any circular.

11. Qualifications

The qualifications for appointment to any post shall be such as may be prescribed in the Recruitment Rules for the post concerned.

Note: The Appointing Authority may relax, on the recommendation of the Selection Committee, any of the prescribed qualifications in the case of candidates of exceptional merit.

12. Age

The minimum age of direct recruitment to any post shall be 18 years and maximum age shall be as prescribed in the Recruitment Rules. The upper age is relaxable in the case of departmental candidates and the candidates of exceptional merit. The relaxation in age shall also be admissible to the candidates of reserved categories as per Government orders.

13. Fitness

No personal shall be appointed to any post by direct recruitment unless:

  1. he/she produces at his own cost a certificate of physical fitness in the prescribed form from a medical practitioner approved by the Director in this behalf; Provided that the certificate will not be required in case of temporary appointments of six month's duration or less;
  2. the Appointing Authority is satisfied that he/she possesses good character and antecedents;
  3. he/she signs a declaration regarding his/her marital status in the prescribed form; and
  4. he/she takes an oath of allegiance to the Constitution of India;
